Peters contends in a just-released analysis that the U.S. Supreme Court's 5-4 decision on June 29 to affirm a lower court's preliminary injunction against enforcement of the Child Online Protection Act (COPA) runs counter to the intent of the Constitution because it thwarts the repeated efforts of Congress to protect children from Internet pornography.
